Council Meeting Minutes, Thursday, March 4, 2010

Meeting called to order by President Pro-Tem Kilgus at 7:00 PM

Roll Call:  Cantrell, Hansen, Kilgus, Kinzel, Pallin, Siderman, Superintendent Moore, Clerk Spencer

Excused:  Treasurer Olney, Rank

Pledge of Allegiance voiced by all.

Guests:  9

No conflict of interest voiced by any council members.

Approval of the agenda - Motion by Kinzel, support by Hansen - All Ayes - MOTION CARRIED

Approval of minutes - Motion by Siderman, support by Cantrell - All Ayes - MOTION CARRIED

Review of bills for February/March 2010 - Motion by Kinzel, support by Siderman to approve bills - Roll Call:  AYES:  Hansen, Siderman, Kinzel, Kilgus, Pallin - ABSTAIN:  Cantrell - NAYES - NONE - MOTION CARRIED

No public comments on agenda items

Water/Sewer - Chairman Kilgus:  Water main break on Spring Valley - sewer pond valve needed to be replaced (under warranty) - proposed new well and other proposals under consideration, possible merging of projects - further discussion will take place when Rank returns

Law/Finance - Chairperson Hansen:  Budget Amendment:  Motion by Hansen, support by Kinzel to amend the 2010 budget by transferring $40,000.00 from General Fund 101 to Equipment fund 641 for the purchase of a new truck - Roll Call:  AYES:  Kinzel, Cantrell, Pallin, Kilgus, Hansen, Siderman - NAYES - NONE - MOTION CARRIED

Motion by Hansen, support by Kinzel to increase the equipment fund 2010 budget by increasing revenues and expenditures as follows:

Revenues:

6410006762                Transfer from General Fund             $40,000.00

Expenditures:

6410009700                Capital Outlay (purchase truck)       $40,000.00

Roll Call:  AYES: Pallin, Kilgus, Hansen, Siderman, Kinzel, Cantrell - NAYES - NONE - MOTION CARRIED

Building/Grounds - Chairman Siderman:  Bids for re-roofing storage building (metal/shingle) will be published in the Record Patriot - bid opening will be scheduled for April 30 th at 11:00 AM

Equipment - Chairperson Cantrell:  Received the new truck with V-plow (blade can be straightened)

Parks/Rec - Chairman Pallin:  No report

Superintendent Moore:  Water shutoffs are scheduled for March 11 - diaphragm pump broke, information gathered on replacement cost, will review with Cantrell and make a determination

Old Business:

Vicki Carpenter - Streetscape efforts still continuing - Kinzel spoke with MDOT concerning signage, Spring Valley and Benzie Blvd. are not considered US 31 business - Representative Scripps would like to be kept informed of the project status - Joan Duggan is checking into grants

Public Input:

Jim Baltazar - April 4 th Easter Egg hunt in Benzonia Park at 1:00 PM - April 13 th Business Expo at Crystal Mountain , sponsored by The Chamber of Commerce

Vicki Carpenter - CLCBA and all like to thank Village crew for the logs supplied for Winter Fest
