Approval of minutes for March 5, 2009 – Motion by Cantrell, support by Hansen – All Ayes – MOTION CARRIED
Mrs. Hansen stated she liked the format of the minutes
Review of bills for March/April 2009 – Motion by Kinzel, support by Hansen to approve bills – Roll Call: AYES: Hansen, Siderman, Kinzel, Kilgus, Pallin, Cantrell – NAYES – NONE – MOTION CARRIED

Notes from Pro-Tem Kilgus – Wednesday, April 22 there will be a benefit spaghetti dinner and raffle for Benzie County K-9 Unit – location The Platte River Association Hall in Honor – 4:30 PM – 7:30 PM
Crystal Lake Walkabout – May 20th (backup May 21st) – students will also be planting a few American chestnut trees – planting location to be determined
Communication to Council:
Ray Stark – National Anglers Association – explained the program and distributed handouts for events in Beulah. Father and Son Tournament – June 20 and 21 – request use of the park – copy of insurance will be provided. Events will be posted in the Village Office window.
Tad Peacock – Events for the summer – ride around Crystal Lake on June 27, footrace from Frankfort to Beulah on August 1, and Triathlon on August 16 – request use of the park for the event – copy of insurance will be provided.
It was suggested to place board in the park to post events.
Jim Baltazar – music in the park starts Thursday July 2 and every Thursday thru August 13.
Treasurer Olney – need to transfer money from the General Fund to Local Street Fund – Motion by Kinzel to transfer $10,000.00 from the General Fund to Local Street Fund, support by Hansen – Roll Call: AYES: Kinzel, Cantrell, Pallin, Kilgus, Hansen, Siderman – NAYES – NONE – MOTION CARRIED
Motion by Hansen to amend Local Street budget revenue and expenditures by $10,000.00, support by Kinzel – Roll Call: AYES: Pallin, Kilgus, Hansen, Siderman, Kinzel, Cantrell – NAYES – NONE – MOTION CARRIED
Motion by Hansen, support by Kinzel to approve treasurers report – All Ayes – MOTION CARRIED
Water/Sewer – Chairman Kilgus: difficulty with valve at the sewer ponds causing overflow problems, situation remedied. New control panel at sewer pond on Center St. is up and operational. In the process of obtaining bids for reconditioning the water tower – money was set aside in the budget for this project.
Law/Finance – Chairperson Hansen: No report
Building/Grounds – Chairman Siderman: Bathroom renovation has been completed. Motion by Siderman to amend building/grounds budget – transfer $1,500.00 from capital outlay to miscellaneous category, support by Kinzel – Roll Call: AYES: Siderman, Kinzel, Cantrell, Pallin, Kilgus, Hansen – NAYES – NONE – MOTION CARRIED
Will check on needed flag sizes and order.
Equipment – Chairperson Cantrell: Moore for Cantrell – tractor needed a new clutch – Ford truck in to replace flywheel and starter and check brakes.
Parks/Rec – Chairman Pallin: Beulah Brainstorm meetings will list priorities for improvements – looking into boardwalk on the beach. Brochure for the RV park has been approved – discussion ensued about the amount to order – determined that 2500 will be ordered from Bayside Printing.
Fair Park – will wait till lake drops some – should be completed before Memorial Day.
Letter from Bob and Verna Hornacek – unable to come to RV Park due to health issues – Motion by Pallin to issue refund less 10% administrative fee, support by Hansen – Roll Call: AYES: Cantrell, Pallin, Kilgus, Hansen, Siderman, Kinzel – NAYES – NONE – MOTION CARRIED
Streets/Sidewalks – Chairman Kinzel: Clark St. – owners have a water problem in their basements – storm drain filled – will pursue further. Letter from a property owner concerned about snow being plowed into his yard – Kinzel will reply.
Superintendent Moore: Trailer Park meters are in and toilets are being worked on, the water sample for the Park for the DEQ will be completed – lagoons ready for irrigation starting May 1 – hydrants will be flushed this month – water meters being read. Check sidewalks (new) at the bowling alley – cracked.
Old Business:
Vicki Carpenter – Master Plan – will provide packet with all goals and objectives in Master Plan for Council to respond to – sample passed out. Current newsletter also passed out.
Public Input:
Sheriff Rory Heckman – Beulah streets cleaned well this winter by Village Crew. Snowmobile report provided. The K-9 dinner is for funds for the department dog. Safe Kids Day is Saturday, May 2 from 11:00 AM – 2:00 PM – provide safety checks and equipment. Trustees are available to help Village on needed tasks. Millage renewal, Tuesday, May 5 – 6 year millage for operation of the jail which is mandatory – 1.24 mills decreased to 0.90 mills.
Ray Stark – working on adopting a fish program to work with local fish hatcheries to put fingerling back into Crystal Lake, Lake Ann, and Big Platte.
Al Brown – Still working on the 2 Villages working together on the water system.
Brian Moore – Spoke with the road commission - 187 inches of snow received at this time – may need to revise snow budget for next year.
