Review of bills for July/August 2009 - Motion by Kinzel, support by Siderman to approve bills - Roll Call: AYES: Hansen, Siderman, Kinzel, Kilgus, Pallin, Rank, Cantrell - NAYES - NONE - MOTION CARRIED

Communication to Council:
ZA Dave Neiger - Will need to conduct a Zoning Board of Appeals for a variance on a parcel of property on Benzie St. - must be published 15 days prior to hearing. Hearing to be held at 6:30 PM, September 10, 2009.
Joan Duggan - Looking for funding for streetscape development for the Village and the downtown area - met with engineers Fleiss & Vanderbrink who has committed to help layout plans at no cost. Suggest having a meeting in September (separate meeting from regular council meeting) to address the issue and obtain input. Request that the Village support the streetscape program - discussion ensued. Motion by Cantrell to support and co-sponsor September meeting, support by Pallin - Roll Call: AYES: Siderman, Kinzel, Cantrell, Pallin, Rank, Kilgus, Hansen - NAYES - NONE - MOTION CARRIED - Beulah Boosters to determine location of the meeting any necessities will be provided by the Boosters.
Vicki Carpenter - Fall Fest will held October 3 rd - request the use of the park, Trailer Park, and Trailhead Building - hours will be from 10:00 AM - 4:00 PM.
Bob Bishop - New Trailhead Building sign. Friends of the Betsie Valley Trail and the Sunrise Rotary helped fund the sign with support from the CLCBA. Request that the Village help support with a $500.00 donation.

The CLCBA will be responsible to keep the sign current with events data
Treasurer Olney - Treasurers report reviewed - Motion by Hansen, support by Kinzel to approve the report - All Ayes - MOTION CARRIED
Water/Sewer - Chairman Kilgus: Motion by Kilgus to pay Gosling Czubak engineering bill from Sewer Construction Fund (grant money), support by Hansen - Roll Call: AYES: Cantrell, Pallin, Rank, Kilgus, Hansen, Siderman, Kilgus - NAYES - NONE - MOTION CARRIED
Rural Development has approved the remainder of the grant money $8280.00 to be used to purchase a sewer jetter. The Village currently has to contract the job out. The cost of the jetter is $10,700.00. The cost difference will be paid for from the Sewer Fund - capital outlay. The Cold Creek and Cherry Hut are putting in place chemical grease heating units to alleviate grease entering into the sewer system. Fire hydrant has been replaced on Spring Valley , repairs for the erosion problem will occur after Labor Day. Sealed bids are being accepted for a storm drain on Clark St .

Streets/Sidewalks - Chairman Kinzel - Working on program to determine which streets and sidewalks need to replaced/repaired - work to take place after Labor Day. There will be a $200.00 connection fee for homeowners to connect to the storm drain.
Parks/Rec - Chairman Pallin: Three sections of split rail fence have been placed between the RV Park and the beach. A 2'x3' message board has been placed in the pavilion - list of events has been posted. Jim Bishop is taking care of electrical repairs in the RV Park. John and Brandon have taken care of repairs to the bike trail by Fair Park - thanks to Al Brown for donation of gravel. Plant It Wild has done plantings in Fair Park . Motion by Pallin to amend Trailer Park rules - residents allowed having 4 pallets (4'x4') - 2 to be provided by the Village - others to be provided and maintained by residents, support by Cantrell - All Ayes - MOTION CARRIED
Superintendent Moore - 2 sewer ponds are emptied - there is an alley that is Village property, to be maintained by staff.
Rank and Hansen welcomed Brian back after surgery. Rank stated that John and Brandon should be enrolled in the water test.
Old Business:
Vicki Carpenter - Data being put together from surveys for the Master Plan. Streetscape photos from other Villages have been put up in the Council room. Tuesday - presentation from the Land Use Institute on the initiatives occurring in Benzie County . Brainstorming meeting - August 26 th .
Reappraisal of Village properties at a cost of $1789.00 per year for 4 years - total $7155.00 - discussion ensued. Motion by Kinzel to support reappraisal at a cost of $1789.00 and assess
townships progress, support by Cantrell - more discussion ensued - it was determined to table issue till next meeting - motion withdrawn by Kinzel and Cantrell. Rank to contact Sheets for next meeting.
Public Input:
Selma Ryder-Novak discussed petition to have Administrator Clark removed.
Phil Downs - Good work on Fair Park - utilization seems to have increased.
Don Sabatos - Questioned replacement of fire hydrant on Prospect St. - Fire Chief to be contacted to see if it is needed - will be replaced before winter if it is required.
Dawn Olney will be gone the last week of August.
Lewis Derow - Consider another entrance into Beulah - current entrances are tricky - maybe include in the streetscape plan.
