Council Meeting Minutes, Thursday, November 5, 2009

Meeting called to order by President Pro-Tem Kilgus at 7:02 PM

Roll Call:  Hansen, Kilgus, Kinzel, Pallin, Siderman, Superintendent Moore, Treasurer Olney, Clerk Spencer

Excused:  Rank, Cantrell

Per request of Kilgus - a moment of silence was observed in reflection of the shootings at Fort Hood

Pledge of Allegiance voiced by all

Guests:  7

No conflict of interest voiced by any council members

Approval of the agenda - Motion by Siderman, support by Kinzel - All Ayes - MOTION CARRIED

Approval of Minutes for October 8, 2009 - Motion by Hansen, support by Kinzel - All Ayes - MOTION CARRIED

Review of bills for October/November 2009 - Motion by Kinzel, support by Siderman to approve bills - Roll Call:  AYES:  Hansen, Siderman, Kinzel, Kilgus, Pallin - NAYES - NONE - MOTION CARRIED

Public comments on agenda items:

Ann Ritchards - The CLCBA supports the Village of Beulah

Jim Baltazar - Christmas Magic will be December 12 th - parade will be at 6:00 PM - Trailhead bathrooms will need to be opened

Steve Wentworth - Elberta received 1.5 Mill in grants for Village updates

Treasurer Olney - Treasurers report reviewed - Motion by Kilgus, support by Hansen to approve the report - All Ayes - MOTION CARRIED

Water/Sewer - Chairman Kilgus:  Peerless Midwest rebuilt pump - Motion by Kilgus, support by Hansen to approve bill for $5,800.00 - Roll Call - AYES:  Kinzel, Pallin, Kilgus, Hansen, Siderman - NAYES - NONE- MOTION CARRIED

Law/Finance - Chairperson Hansen:  2010 budget will be placed in council members' mailboxes next week - Budget Hearing will be December 10 th and will be posted in the paper

Building/Grounds - Chairman Siderman:  Furnace in the Village office was replaced - pictures have been donated for the Trailhead Building

Equipment - Co-Chair Pallin:  Need to purchase a new F-350 truck - Motion by Pallin to purchase truck, cost $39,790.24, support by Siderman - Roll Call - AYES:  Pallin, Kilgus, Hansen, Siderman, Kinzel - NAYES - NONE - MOTION CARRIED

Advertisement for bids for old truck will be placed in the paper

Parks/Rec - Chairman Pallin:  Working with Ed Hogter, CLWA to try to combat swimmers itch - RV Park income for 2009 - $60,670.00 - expenses approximately $7,320.00 - Net approximately $54,000.00

Streets/Sidewalks - Chairman Kinzel:  Beulah Boosters doing research for Streetscape concepts - have allocated $1,500.00 - Fleis-VandenBrink for plan/grant information to present to Council

Superintendent Moore:  Brandon Wittig quit - Brian and John took a water exam - sewer ponds will be blown out next week

Old Business:

Vicki Carpenter - Master Plan Survey sent to the web site

Vicki Carpenter - Streetscapes - comments from the Vision Meeting distributed to Council - signage discussed - Ad Hoc Committee will meet on Thursday, November 12 th at 5:00 PM in the Village Counsel room

Kilgus - Reappraisal of Village properties - summary reviewed and discussion ensued - Motion by Kinzel to enter into contract with Benzonia Township for $1,789.00/year for 4 years - assessments to be completed by December 31, 2010, support by Hansen - Roll Call:  AYES:  Siderman, Kinzel, Kilgus, Hansen - NAYES - Pallin - MOTION CARRIED

Public Input:

Phil Downs agrees with Siderman concerning not paying extra for assessments

Vicki Carpenter - Friends of the Library will be holding a cookie sale December 11 - 12 at the Trailhead Building - Bonnie & Dan Smith will decorate the Trailhead Building

Steve Loveless - Thanks to Council for consideration and outlay for initial Streetscape Plan - Steve purchased the Berlin building
