Regular Council Meeting - Thursday, February 5, 2009

Meeting called to order by President Pro-Tem Kilgus at 7:00 PM

Approval of the agenda - Motion by Hansen, support by Siderman - All Ayes - MOTION CARRIED

Approval of minutes for January 8, 2009 - Motion by Cantrell, support by Siderman - All Ayes - MOTION CARRIED

Review of bills for January/February 2009 - Motion by Cantrell, support by Pallin to approve bills - Roll Call:  AYES:  Hansen, Siderman, Kilgus, Pallin, Cantrell - NAYES - NONE - MOTION CARRIED

No public comment on agenda items

Kilgus - news items:  Benzie Bus has expanded - has increased from 5 to 20 buses - nice service for the county.  Commend Ice Fishing Team organizers.

Thanks to the crew for thawing frozen meter - received a complimentary letter.  A thank you letter received for Vicki for the newsletter.

There is a Benzie County Planning/Zoning meeting February 24, 2009 at the Government Center , if able please attend.  Dave Neiger will be Zoning Administrator for Beulah.

2009 Summit on Intergovernmental Cooperation will be February 21, 2009.  It entails economic development, job creation, agriculture, and alternate energy - if available please attend.

Introduction of two new employees - Brandon Wittig and John Lawrence.

Communication to Council:

Tim Quick discussed the Winter Fest.  Fireworks on schedule - permit and insurance obtained.  There will be the usual events plus airboat rides and kids fishing event.  What would be need from Brian was discussed.  Kilgus spoke with the sheriff and they will be patrolling at the festival.

Discussion of the snowmobile poker run - travel and parking.  Kilgus will check with DNR.

Parks/Rec chairman to approve usage of the Trailhead Building and inform cleaning personnel.

Treasurer Olney:  Need to transfer $10,000.00 from General Fund to Local Street Fund to cover bills.  Motion by Siderman, support by Hansen to transfer funds - Roll Call:  AYES:  Cantrell, Pallin, Kilgus, Hansen, Siderman - NAYES - NONE - MOTION CARRIED

First payment on loan for sewer construction due March 1 st .  Four delinquent property taxes - Township Treasurer files a Jeopardy Tax Assessment Affidavit which puts a lien on the property - if the property is sold the lien gets paid - Council agrees with the procedure.

Received quotes for Tax and Water program - will require two days training.  Checking on a computer - to determine desk top or lap top - will bring breakdown for next meeting.

Water/Sewer - Chairman Kilgus:  Two water main breaks - thanks to the crew who worked about 24 hours to repair.  Gosling Czubak bill for $625.00 to be taken out of the Sewer Construction Fund - Motion by Siderman, support by Hansen to pay bill - Roll Call - AYES:  Pallin, Kilgus, Hansen, Siderman, Cantrell - NAYES - NONE - MOTION CARRIED

It has been determined that there should only one ready to serve charge on quarterly water bills even if there is more than one meter.  This will become effective April 1, 2009.  Motion by Kilgus, support by Cantrell to adopt this determination - All Ayes - MOTION CARRIED

Trickle water is still in effect - the water bills will not be adjusted because there is no way to determine who followed and how much water was run.  It was also determined if a second meter freezes at the same house - it will be charged to the owner.

Law/Finance - Chairperson Hansen:  No report

Building/Grounds - Chairman Siderman: Two bids obtained to refurbish bathroom in office - Start to Finish Construction - $12,300.00 (does not include flooring), Stolz Finish Carpentry & Paul Zak Construction - $11,500.00 (includes carpet) vinyl about $150.00 more.  Motion by Siderman to accept the low bid Paul Zak Construction $11,500.00 plus the cost of vinyl, support by Pallin - Roll Call:  AYES:  Siderman, Cantrell, Pallin, Kilgus, Hansen - NAYES - NONE - MOTION CARRIED

Equipment - Chairperson Cantrell:  Repair celluloid in loader transmission at a cost $905.00.

Parks/Rec - Chairman Pallin:  DEQ license for Trailer Park - thought there were 22 sites actually only space for 20 if approved by the DEQ.  Draft of brochure for Trailer Park reviewed.  2009 Dock application and rules - no changes made - Motion by Siderman, support by Cantrell to approve rules as presented - All Ayes - MOTION CARRIED

Shoulder season cleaning and monitoring position combined - list of duties outlined - Cindy Ullom agreed to take position for May and September - compensation $1000.00 for both, Motion by Pallin to accept contract for Cindy Ollum, support by Siderman - Roll Call:  AYES:  Cantrell, Pallin, Kilgus, Hansen, Siderman - NAYES - NONE - MOTION CARRIED

Contract for Ray and Kathy Chmielewski  - Trailer Park managers for the season, no changes from last year -compensation, lot rent and $15.00 per day to clean Beach house bathrooms - Motion by Siderman to accept contract, support by Cantrell - Roll Call:  AYES: Cantrell, Siderman, Kilgus, Pallin - NAYES:  Hansen - MOTION CARRIED

Street/Sidewalks - Co-Chair Kilgus:  Working on keeping streets and sidewalks clean - storm drains opened for water runoff with the thaw.

Superintendent Moore:  Questioned whether crew needed to work Winter Fest - determined one crew would work 12:00 PM - 5:00 PM.  Determined Parking Ordinance is to be followed if people are parked illegally.  Web site needs updated with pictures and names.

Old Business:

Vicki Carpenter collected input from Council for updating Master Plan.

Public Input:

Brian Moore - Having difficulty in obtaining sheriff department services.

Craig Seiger - Watershed Protection Project - will continue to move forward outside the County government  - Beulah has many elements in this project - will be coming to Council with resolution of support to pursue grant money.  Suggested Council look at contract with county closely - some clauses ma influence how Beulah works with current Zoning Administrator.

Phil Downs asked Brian how much longer on the trickle water - probably another week or so.

Vicki Carpenter - Darcy Library will have the Chocolate, Art, & Champagne Party on February 13, 2009 - this is to raise money to purchase books.  Thanks to Jim Kilgus for bringing up the Intergovernmental meeting to Council.
