Council Meeting Minutes, Thursday, June 4, 2009

Meeting called to order by President Rank at 7:00 PM

Roll Call:  Hansen, Kilgus, Kinzel, Pallin, Rank, Siderman, Superintendent Moore, Treasurer Olney, Clerk Spencer

Excused:  Cantrell

Pledge of Allegiance voiced by all

Approval of the agenda - Motion by Kilgus, support by Kinzel - All Ayes - MOTION CARRIED

Approval of minutes for May 7, 2009 - Motion by Kinzel, support by Hansen - All Ayes - MOTION CARRIED

Review of bills for May/June 2009 - Motion by Siderman, support by Kilgus to approve bills - Roll Call:  AYES:  Hansen, Siderman, Kinzel, Kilgus, Pallin, Rank - NAYES - NONE - MOTION CARRIED

No public comment on agenda items

Communication to Council:

Dave Neiger - Passed the Grand Vision Pamphlets to Council  - discussed the eradication of garlic mustard, sponsored by the Crystal Lake Association

Proceeding on existing zoning violations - a few new homes being built in Beulah

Cold Creek Inn - request to do a small sidewalk café - Neiger to review ordinance

Vicki Carpenter - Darcy Library to have 2 nd birthday Saturday - a carving placement will take place at 1 PM

Dick Ide - discussed the 4 th of July events and requested an $800.00 donation for fireworks - Motion by Hansen, support by Siderman to donate $800.00 - Roll Call:  AYES:  Kinzel, Pallin, Rank, Kilgus, Hansen, Siderman - NAYES - NONE - MOTION CARRIED

A discussion ensued between a few residents and Council concerning their water bills and the run water advisory - residents requested that Council review and reconsider water bills and policy.

Treasurer Olney - Treasurers report reviewed - Motion by Hansen, support by Kilgus to approve report - All Ayes - MOTION CARRIED

Presented prices for different forms for the water bills - choice to be made by Dawn

Tax millage reviewed-  recommend no increase - Motion by Kinzel to approve tax millage of 11.4892, support by Hansen - Roll Call:  AYES: Pallin, Rank, Kilgus, Hansen, Siderman, Kinzel - NAYES - NONE - MOTION CARRIED

Water/Sewer - Chairman Kilgus:  water tank has been reconditioned.  New control panel for Center St. lift station - to be paid out of Sewer Construction Fund - Motion by Kilgus to approve $9888.00 for panel, support by Hansen - Roll Call:  AYES: Siderman, Kinzel, Pallin, Rank, Kilgus, Hansen - NAYES - NONE - MOTION CARRIED

Clogged sewer lines due to grease - need to enforce grease trap ordinance - send copy of ordinance to restaurant owners.  Resolution written - allow for the discretion of the water/sewer chair or president to forgive sewer portion of the bill if water did not enter sewer - Motion by Kilgus, support by Hansen to adopt resolution - Roll Call:  AYES:  Pallin, Rank, Kilgus, Hansen, Siderman, Kinzel - NAYES - NONE - MOTION CARRIED

A hydrant ordered for Spring Valley

Law/Finance - Chairperson Hansen:  Village purchased a paper shredder for security reasons - can be used by residents

Building/Grounds - Chairman Siderman:  The Walkabout took place and American Chestnut trees were planted.  Flower boxes to be picked up.

Parks/Rec - Chairman Pallin:  Fair Park - contractors concerned about weather condition - hopefully to be completed by July 4 th .  Will be meeting with developers concerning board walk for the beach.  Thanks to Ray and Kathy for care in the trailer park.

Motion by Pallin to refund Mary Goulding $900.00 for trailer park rental, support by Siderman - Roll Call:  AYES:  Rank, Hansen, Kinzel, Siderman, Kilgus, Pallin - NAYES - NONE - MOTION CARRIED

Streets/Sidewalks - Chairman Kinzel:  invitation to support Beulah Boosters.  Restripe angle parking and possible placement of signs.  Act 51 - awaiting another form which needs to be filled out

Old Business:

Vicki Carpenter -  Master Plan - data is being put together

Consumer Confidence report to be placed in the paper, office window, web site

Siderman suggested that no building materials should be collected on Clean Up Day
