Pat Elliott: concerned about trash outside the recycle bins.
Communication to Council:
Tad Peacock - Triathlon - Sunday, August 19 th - request use of park and trail - insurance coverage is in place and cleanup will be taken care of by the group. Motion by Elliott, support by Pallin - All Ayes - MOTION CARRIED
Copy of insurance will be provided to the Village office.
Marlene Wood-Zylstra - Request to place container for glass collection. Addressed comment by Pat Elliott - containers are checked often and are pulled on Monday and Friday. Some people take advantage but for the most part it has been cleaned up well. Bin could be placed on the East or South side of the containers on a trial basis - Motion by Kilgus, support by Pallin - Roll Call: AYES: Elliott, Cantrell, Pallin, Rank, Kilgus, Baltazar - NAYES - NONE - MOTION CARRIED
Bin will be placed some time next week, Marlene will ensure that it is published.
Treasurers report reviewed: Motion by Elliott, support by Baltazar to approve treasurers report - Roll Call: AYES: Pallin, Rank, Kilgus, Baltazar, Elliott, Cantrell - NAYES - NONE - MOTION CARRIED
We have started to receive tax money and water bills are being processed.
ZA Kinzel: Conferred with Ms. Elliott - looking at new verbiage for sign ordinance, also the park ordinance needs to be updated then it will need to be republished. The State of Michigan has passed a law allowing local communities to regulate docks at road ends. Notice issued to Pine Knot. Mr. Moore is authorized to issue citations - council does not believe he should be put in that position. Rank will talk with Sheriff Blank about possible change in patrol hours.
Water/Sewer - Chairman Rank: Sewer project - all paperwork has been submitted and approved. We have not received paperwork back - it will be approximately one week for bids to go out. Project includes new water main for North St. New proposed property for water tank will be surveyed next week with the engineers. Benzonia property - possible donation or lifetime easement. Property will support a tank (no tower) - tank will hold 150,000 gallons of water. Benzonia will have opportunity to hook up to tank if needed in the future.
Law/Finance - Chairperson Elliott: Ordinance states that the young boy selling ice cream is not allowed. Let him know that after reviewing the ordinance it is not permitted and he must stop selling. Cantrell will speak with parent. May look into revising the ordinance for next year.
Building/Grounds - Chairman Kilgus: Suggests checking into the overtime for winter months - it might be cost effective to maintain Jeremiah during the winter. Elliott to check into. Checked into air conditioning for the office - it will be more economical to replace units. Friday they will open the wall between office and meeting room. A firewall will be placed between the garage and maintenance room. Additional duct work placed in maintenance room to improve heating. Work to replace roof at beach house and fish house will wait till August 1 - no permits are necessary after this date. Work will be done to the buildings in the trailer park.
Parks/Rec - Chairperson Cantrell: Ray and Kathy are doing a great job in the trailer park - thanks! Remainder of the payments are being received for the trailer park. Cost of ice will be increased. Suggest placement of parking sign at the trailhead building. Request received to place tent cover on truck for sleeping in trailer park - not set precedent - Cantrell will speak with the requester. Will advertise the trailer park on the web sight and travel publications.
Equipment - Chairman Pallin: Case tractor needs repair - to replace would be $70,000. Repair proposal $3,250.00.
Will take 4-6 weeks - will check on PTO repair - Roll Call: AYES: Elliott, Cantrell, Pallin, Rank, Kilgus, Baltazar - NAYES - NONE - MOTION CARRIED
Streets/Sidewalks - Chairman Baltazar: Complete further paperwork on Act 51. Looking into areas that need further work on streets/sidewalks. Blocking off Benzie worked well for the parade - need more cones
Superintendent Moore: Breakers blew in the municipal park - difficulty in line. Kilgus will handle contact with the electric company. Kilgus made a new work order request - use if there is a maintenance request. Motion by Baltazar, support by Kilgus to try work orders - All Ayes - MOTION CARRIED
Old Business:
A-Z status - no return from Bedells - permit remains open while in litigation. Baltazar and Rank will continue to stay on it. Olney will check into the file to see what is there.
Public Input:
Kathy Jordan - Can anything be done about swimmers itch. Signs are posted at the beach, the Village can’t do anything further.
Phil Downs - Does the Village need any of the old library shelving - no.
Vicki Carpenter - Music in Park - Crystal Lake Association - non-profit organization. Suggests placing a list of the trustees in the window. Thanks to Brian and Dave for the line painting - library open house went well.
The Village to cut grass at the library - Village property.
Pat Elliott - Suggests use of an architect to determine use of the building.
Al Brown - If Concerned Citizens held a meeting for shared water system, would Village attend?
