Minutes of Regular Meeting of Thursday, September 7, 2006 - 7:00 PM Regular council meeting called to order by President Baltazar Roll Call: Present: President Baltazar, Trustees Rank, Elliott, Belanger, Siderman Pallin, ZA Kinzel, Clerk Hansen, Treasurer Olney and Superintendent Moore. Guests: Eight Pledge of Allegiance was voiced by all in attendance. No conflict of interest reported by any council member. Motion by Belanger, support Elliott to approve the Agenda as presented with the addition of Norman Leers. All Ayes. Motion Carried. Motion by Rank, support Belanger to approve the minutes of the regular council meeting of Thursday, August 10, 2006 as presented. RC Vote All Ayes. Motion Carried. Motion by Belanger, support Siderman to approve the bills for the month of August, 2006 and the month of September, 2006 as presented. RC Vote All Ayes. Motion Carried. No public comment on Agenda items only. COMMUNICATION TO COUNCIL: Motion by Belanger, support Siderman to accept resignation of Trustee Milliron effective August 25, 2006. RC Vote All Ayes. Motion Carried. Motion by Rank, support Belanger to appoint James Kilgus as council member until the November, 2006 election to replace Trustee Milliron. RC Vote All Ayes. Motion Carried. David Egeler requested from the Village of Beulah to furnish black bags and to put garbage in V of B dumpster from refuge collected out of Cold Creek. Egeler has volunteers to help clean Cold Creek from basin to Crystal Lake. Elliott volunteered and along with her daughter. Motion by Elliott, support Siderman to approve Egeler's request. All Ayes. Motion Carried. Tentative date is Saturday, September 23, 2006 - if weather does not permit will be September 30 th . Motion by Siderman, support Pallin to grant permission to Benzie Central High School to hold Homecoming Parade on Friday, October 6, 2006 at 4:00 P.M. in downtown Beulah. All Ayes. Motion Carried. Resolution for Designation of Street Administrator tabled until October, 2006 council meeting. Norman Leers: Motion by Siderman, support Belanger to paint yellow striping indicating NO PARKING AREA in front of driveway. RC Vote. All Ayes. Motion Carried Treasurer's Report: Motion by Elliott, support Siderman to approve Treasurer's Report dated August 31, 2006 as presented. All Ayes. Motion Carried. Thirty five (35) Delinquent water/sewer bills in the amount of $3,218.77 2006 Delinquent Personal Property Taxes (Responsibility of Treasurer) in the amount of $2,430.62. Treasurer will settle with Benzie County Treasurer on September 19, 2006 for property taxes. ZA Kinzel - Sent five property owners letters regarding Blight Ordinance. Discussion regarding David Miller's property. His building permit will expire October, 2006. Notified to remove building material from Village of Beulah property. ZA Kinzel will attend meeting of Benzie County Planning Commission on September 16, 2006 regarding Crystal Lake Watershed Overlay District, Betsie Valley Trail Overlay District, Platte Lake Overlay District and consider including Benzie Betsie Trail. Water/Sewer - Chairman Rank: Three Village of Beulah residents not on Village of Beulah water system. Cozy Comfort, Laundromat and Gearhart property. Present ordinance has to be corrected to include them. House next to Kenny Building has been hooked up to Village of Beulah water/sewer system. Kenny building as of now is not on sewer hook-up Discussion regarding request for water hook-up (outside the Village of Beulah) for proposed Crystal Corners project. Conclusion of Council to have Trustee Rank write a letter informing no decision until we have our water construction installation completed. The request is for a 6" line to a fire hydrant and a 2" water tap for domestic water service. The property is across from Dr, Jarrold's building. Law/Finance - Trustee Siderman: Received $135.65 from Pine Knot Resort (Bradley Reecer) for Personal Property Tax for year 2005. Baltazar reported no report from Attorney Bedells regarding dismissal of the A/Z case. No court decision as yet on the Brookside sign decision. Halls/Grounds - Trustee Belanger: Ask Supt. Moore to remove old Village of Beulah sign at US 31 and Spring Valley Road. Parks/Recreation - Trustee Elliott: Remaining Trailer Park Renters (Shoulder Season) to be out of park by September 31, 2006. List presented by Trailer Park Manager will be discussed on Wednesday 09/13/06 with Supt. Moore and decide what projects could be classified work done by maintenance department or outside help. Some could possibility be done during the winter months. Siderman stated the Trailer Park ran very well this summer, compliments to Chairman Elliott. Belanger also stated he was totally satisfied with the Trailer Park as the park is directly across from my residence,. Appreciate work done by Chairman Elliott. Much improved. Streets: Co-Chairman Siderman: Reported the following: Sidewalk project in downtown area; Sidewalk widening along building (Commercial Street next to Antique Building) cost by Pat Elliott - Owner. Project has the approval of Siderman and MDOT. The width of replacement sidewalk is approved. Christmas Decorations: Elliott will check out price of Christmas Decorations and was authorized to take monies for decorations from Halls/Grounds 2006 Budget. Not to exceed $4,000.00. Rank reminded council any purchase over $2,500.00 will have to go out for bids. CLBA to be informed to attend our council meetings for future requests. They should present a itinerary of any/all coming events so council can make judgment, otherwise it is usually hearsay. Equipment - Trustee Pallin: No report Superintendent Moore: Check prices for winter sand, Repaint numbers at boat/hoist location. Check owners of trailers at Spring Valley Road. Read water meters end of September, 2006. Correspondence: Letter from Property owners on Lake Street to Cul de Sac. Discussion by Council. No action taken. Leave signs regarding parking as is. Discussion regarding personal property left on Village of Beulah public property. Motion by Rank, support Elliott to have maintenance men remove any personal property left on Village of Beulah public beach property. RC Vote All Ayes. Motion Carried. Library - Leah Sirrene Adams: Reported the Library Board approved the $100,000.00 prospective donation and the re-naming of the new library as "Darcy Memorial Library of Beulah" Motion by Siderman, support Rank to adjourn this meeting at 8:35 PM.
